There are no lessons of Russian for English speakers by the Universities or colleges of Moldova. The nearest town where you can enroll for such course is Odessa in Ukraine.
Peace Corps Moldova have Romanian langauge classes for its members.
Here in Moldova you can learn / improve your Russian with a private teacher.
Prices vary and depends on the qualifications and experience of the teacher. Young people may give lessons for free and to practice their English or at a very low price (2-3 Euro per hour). Professional teachers may charge about 5-7 Euro per hour.
